South Coast AQMD rules and incentives for space heating, water heating, cooking, and other building appliances

The 2022 Air Quality Management Plan (AQMP) adopted in December 2022 includes control measures for the industrial, commercial, and residential sectors that are based on accelerated deployment of the cleanest possible technologies available. For residential and commercial buildings, South Coast AQMD will develop and propose zero-NOx emission standards for space heating, water heating, cooking, and other appliances for installation in new buildings and seek replacement at the end of useful life for units in existing buildings. One hurdle for the residential and commercial building appliances control measures is the cost of zero-emission technologies and possibly infrastructure. To help mitigate the upfront costs, South Coast AQMD is also proposing incentive programs to encourage the early transition to zero-emission appliances. This page is designed to provide direct links to building appliances-related material and serve as the central location for all information related to implementing control measures for building appliances.


South Coast AQMD proposed Go Zero pilot incentive program for zero-NOx emission space and water heating appliances Coming Soon!
South Coast AQMD's Governing Board approved funding Go Zero, a zero-emission pilot incentive program for residents and small businesses to adopt zero-NOx emission space and water heating appliances, with 21 million dollars. Elements of the program will include:

  • Rebates for single family, multifamily, and small businesses

  • Installer training

  • Outreach and application assistance, with an emphasis on overburdened communities

Program launch is anticipated for end of 2024 or early 2025. For more specifics on the program, please view this link to a presentation that was shared at a community meeting on February 8, 2024. Go Zero Request for Proposal
Request for Proposal number P2025-01 (RFP #P2025-01) was released on August 2, 2024, to solicit bids to develop and manage the Go Zero pilot incentive program for zero-emission space and water heating units. To provide potential bidders additional time to formulate proposals, the deadline for submittals is being extended to September 27, 2024. A notice for this deadline extension is also posted on the South Coast AQMD webpage for Grants and Bids.

A virtual bidders' conference was held on August 28, 2024, to provide potential bidders with the opportunity to ask questions about the RFP. Participation in the bidders' conference was optional.
